Right now, users have collectively assigned a 63 percent likelihood that England will win the match.

There are also open markets to predict the result after 90 minutes (the end of regulation). Right now, users have assigned a 25 percent likelihood to Croatia winning, a 34 percent likelihood that the match will be at a stalemate, and a 39 percent likelihood that England will win during regulation.
Note: It's unclear whether "90 minutes" includes stoppage time, an obvious example of the imperfect science of creating prediction markets.
